11. Borderers not to prejudice others rights
(1) Proprietors of land are prohibited from using the water of any river or
stream in such a manner as to prejudice the rights of any person or corporation to the water of that river or stream.
(2) Any person who contravenes subsection (1) shall be liable in damages to all persons interested, and may be ordered by the tribunal having
jurisdiction in the premises, to restore the river or stream to its proper condition.
