25. No one to stop or alter river or stream
(1) Except with authority from the Supreme Court, no person shall—
(a) stop or change the course or level of; or
(b) make or place any dike, dam, basin, or construction of any kind
in the course of,
any river, stream, or run of water that is public property.

(2) Any person who contravenes subsection (1) shall commit an offence
and shall on conviction, be liable to a fine not exceeding 500 rupees, and
shall restore the river, stream or run of water to its former state.
