93. Measures for ascertaining normal flow
Where the Governor-General is satisfied that such course is necessary for
the purpose of ascertaining the normal flow of any river, he may authorise
the Permanent Secretary, Ministry of Works, or any interested party, to execute in such river at any specified point or points such temporary works as
may be necessary for the purpose, and in such a case notwithstanding any
other enactment, the Permanent Secretary, Ministry of Works, or the interested party may not obtain the authority of the Supreme Court for the execution of the works.
