24. Conditions for issue of licence
The Commissioner shall not—
(a) issue a motor vehicle or trailer licence unless the motor vehicle
or trailer has been duly registered; or
(b) renew a motor vehicle or trailer licence unless he is satisfied that
the particulars of the motor vehicle or trailer do not differ in any
respect from the particulars entered in the register.
