23. Issue of licences
(1) Subject to this Part, every licence in respect of a motor vehicle and
trailer shall be issued by the Commissioner.
(2) The Commissioner shall—
(a) satisfy himself that the application form has been correctly completed; and
(b) enter on the licence such particulars as may be prescribed,
including the purpose for which the vehicle or trailer is being
licensed.
