74. Regulations
(1) The Minister may make such regulations as he thinks fit for the purposes of this Act.

Roads Act
(2) In particular and without prejudice to the generality of subsection (1),
any regulations made under subsection (1) may—
(a) provide for the construction and upkeep of a road or a bridge,
ford, pontoon or culvert;
(b) prohibit a practice which may lead to obstruction of, or damage
to, a road;
(c) declare a portion of a road to be a footpath or cycle track;
(d) prescribe the forms to be used;
(e) prescribe the fees payable for appeals, documents and services
under this Act and the circumstances in which fees may be
refunded;
(f) require information to be furnished as to any road; and
(g) prescribe the qualifications required to be a competent person
within the meaning of this Act.
