16. Appointment of Minority Leader
(1) Immediately after administering the oaths of office to the Chief
Commissioner and Deputy Chief Commissioner, the President, acting in his
own deliberate judgment shall appoint as Minority Leader the Member who,
in his opinion, commands the support of the largest number of members who
do not support the Chief Commissioner.
(2) The Minority Leader may resign his office by writing under his hand
addressed to the President.

(3) Where the office of the Minority Leader is vacant, the President, acting
in his own deliberate judgement, shall appoint a new Minority Leader.
