15. Election procedure
(1) In the case of elections held under sections 13 and 14, the Member
in the chair or the Chairperson of the Regional Assembly, as the case may
be, shall receive nominations of candidates from any Member who has already been sworn, except that no Member shall nominate more than one
candidate for the same office.

(2) Where not more than one candidate is nominated for an office, the
Member in the chair or the Chairperson of the Regional Assembly, as the
case may be, shall declare that candidate duly elected, but where more than
one candidate is nominated the election shall be held by secret ballot.
(3) (a) The person elected to an office shall be the candidate receiving
the highest number of votes.
(b) In case of an equality of votes, the ballot shall be retaken in respect of the relevant candidates.
(4) Where on the second ballot there is again an equality of votes, the
Member in the chair or the Chairperson of the Regional Assembly, as the
case may be, shall exercise a casting vote.
