14. Delegation of powers
(1) Subject to such general or specific instructions and rules of a general
nature as may be given or made by the Board, the Board may delegate to the
General Manager such of its powers as may be necessary to enable him to
effectively perform his duties.
(2) The General Manager may, with the approval of the Minister,
delegate any of his functions to such officers as he may determine.
