13. Delegation of powers
(1) The Board may, subject to such general or specific instructions or
rules as may be given or made by it, delegate to the General Manager such
of its powers as are necessary to enable him to perform his duties
effectively.
(2) The General Manager may, with the approval of the Board, delegate
any of his functions to such officers as he may determine.
