13. Submission of an outline scheme
(1) As soon as is convenient after the period referred to in section 12 (3),
the Board shall consider any representations made under section 12 (3) and
any other matters that may have come to its notice and shall, if it thinks fit,
amend the scheme.
(2) The Board, after considering the scheme under subsection (1), shall
submit the scheme or, where the scheme has been amended, the amended
scheme to the President for his approval.
(3) Any submission of a scheme under subsection (2) shall be accompanied by—
(a) a copy of the original scheme, where it has been amended;
(b) copies of any representations made under section 12 (3); and
(c) any comments by the Board or any members of the Board in
respect of the scheme or any representations made in respect of it.
