19. Cumulation
Where imports of a like product from more than one country are the subject of simultaneous anti-dumping or countervailing duties investigations, the
Investigating Authority may cumulatively assess the effects of such imports
on the domestic industry only if it is determined that—
(a) the amount of dumping or the rate of subsidisation established in
relation to the investigated product from each country is more
than de minimis and the volume of the investigated product imported from each country is not negligible as defined under section 2; and

(b) a cumulative assessment of the effects of the imports is appropriate in the light of the conditions of competition between the
imports and the conditions of competition between the imports
and the domestic like product.
