29. Domestic industry (1) For the purposes of this Act, an application shall be considered to have been made by, or on behalf of, the domestic industry where— (a) it is supported by those domestic producers whose collective output constitutes more than 50 per cent of the total production of the domestic like product produced by that portion of the domestic industry expressing either support for, or opposition to, the application; and (b) the domestic producers expressly supporting the application account for not less than 25 per cent of the total production of the domestic like product produced by the domestic industry. (2) In the case of fragmented industries involving an exceptionally large number of producers, the Investigating Authority may determine support and opposition to the application by using a statistically valid sampling technique.
