28. Lodging a complaint
(1) Subject to section 29, any person who alleges that any of his rights
under this Act has been infringed may lodge a written complaint with the
Commission, setting out the details of the alleged act of discrimination.
(2) (a) Subject to paragraph (b), a complaint under subsection (1) shall
be lodged within 12 months of the date of the alleged act of discrimination.
(b) The Commission may, on good cause shown to it by the complainant, extend the delay referred to in paragraph (a).
