29. Persons with impairment
(1) Where a person is unable to lodge a complaint because of an impairment, he may authorise another person to act on his behalf in relation to the
complaint.
(2) A person authorised under subsection (1) shall have the same powers
in relation to the complaint as he would have if he were the person on
whose behalf he acts.
(3) An authorisation under subsection (1) may be given—
(a) in writing; or
(b) in such other manner as the Commission may approve.
