160. Procurement of goods and services
(1) The procurement of goods and services shall be effected by a local
authority in accordance with the Public Procurement Act.
(2) Any procurement of goods and services by a local authority shall be
determined by a Procurement Committee composed of—
(a) the Chief Executive or his deputy;
(b) the Financial Controller or his deputy; and
(c) one senior officer in charge of a department other than that of
the Chief Executive or the Financial Controller,
and shall require the approval of the Executive Committee of the Council,
where the total value of the procurement exceeds 100,000 rupees, or such
amount as may be prescribed.
(3) The Permanent Secretary may, where bulk purchasing would be more
economical, procure goods and services on behalf of a local authority, and
such purchases shall be funded from the Grant-in-Aid payable to local
authorities.
