21. Disqualifications of elector No person shall be entitled to be registered as an elector at the election of a Municipal City Council, Municipal Town Council or Village Council where he— (a) has been sentenced to death or is serving a sentence of penal servitude or imprisonment for a term exceeding 12 months for any offence; (b) is a person adjudged to be of unsound mind; or (c) is disqualified for registration as an elector by any enactment relating to offences connected with elections.
