5. Membership of Council
(1) The members of the Council shall be—
(a) any voluntary organisation engaged in the rehabilitation of disabled persons and registered with the Registrar of Associations;
and
(b) any institution dealing with disabled persons and in receipt of a
grant from the State.
(2) Membership of the Council shall be subject to any regulations made
under section 14.
(3) The Council shall keep a register in which shall be entered the name
of every member of the Council.
