22. Vacancy in office of Director-General
(1) Where—
(a) the office of the Director-General is vacant; or
(b) the Director-General is absent from duty or is, for any other reason, unable to perform the duties of his office,

the Prime Minister may appoint the Director of any of the Divisions referred
to in section 28 to act as Director-General.
(2) An appointment made under subsection (1) shall not exceed 9 months.
