32. Deadline for submission of bids
(1) A public body shall set a deadline for the submission of bids, applications for pre-qualification and expressions of interest so as to allow

sufficient time for their preparation and submission, with a view to maximising competition, which shall not be less than such minimum period as
may be prescribed.
(2) A bid in a sealed envelope received after the deadline for submission
shall be returned unopened to the bidder.
