31. Submission of bids
(1) Subject to this section, a bid shall be submitted in writing, duly
signed and in a sealed envelope at the address specified in the bidding
documents.
(2) Invitations for pre-qualification and bidding documents may contain
provision that allows submission of applications to pre-qualify or bids by
hand or mail or by courier at the option of the bidder.
(3) The bidding documents may authorise other methods for the submission of bids where it is so prescribed.
