23. Funding of Universal Service Fund
(1) The Universal Service Fund shall consist of—
(a) such contributions as are made by licensees under subsection (2);
(b) such amounts as may be received from the Consolidated Fund;
and
(c) any surplus under section 18 (5).
(2) Every licensee shall pay into the Universal Service Fund such contribution as may be prescribed.
(3) Any person who fails to comply with this section shall commit an
offence.
